Directs the Office of Legislative Legal Services to study an organizational recodification of Title 12 (Professions and Occupations) of the Colorado Revised Statutes, beginning in the 2016 interim.

Identifies structural deficiencies in Title 12 including lack of coherent organization, duplicated provisions, and articles unrelated to professional regulation that should be codified elsewhere.

Requires the Office to solicit input from the judicial branch, state agencies with regulatory authority in Title 12, local governments, representatives from regulated professions, and the public regarding fiscal impact estimates.

Directs the committee to determine by December 31, 2017 whether to request proposed legislation for recodification, with any substantive changes limited to conforming provisions and eliminating archaic or obsolete language.

Appropriates $26,111 from the general fund to the legislative department for 0.4 FTE and repeals the study requirement effective September 1, 2018.
