Expands definitions of "county" and "municipality" in Colorado airport authority law to include counties and municipalities from adjoining states.

Allows counties and municipalities from adjoining states to participate in creating airport authorities and jointly operate airports located in Colorado.

Authorizes airport authorities to enter into contracts and agreements with adjoining states and to make resolutions compliant with adjoining state laws when they include out-of-state participants.

Requires board members from Colorado municipalities and counties to be Colorado taxpaying electors, while allowing interstate participation in airport authority governance structures.

Takes effect August 10, 2016, subject to referendum petition procedures.
