Authorizes the Department of Health Care Policy and Financing to purchase individual health insurance through the Colorado Health Benefit Exchange for individuals eligible for Medicaid who prefer private insurance.

Directs the department to apply for all necessary federal waivers to allow Colorado to use subsidies available under the Patient Protection and Affordable Care Act to purchase health benefit plans through the exchange.

Requires the Colorado Health Benefit Exchange board to provide information to the public about the process for Medicaid-eligible individuals to purchase private insurance plans through the exchange.

Mandates the exchange board to prominently display this information on all promotional materials created by the exchange.

Takes effect on August 10, 2016, or if subject to a referendum petition, on the date of official vote declaration following the November 2016 general election.
