Amends Colorado law to allow local authorities to authorize golf cars to cross state highways at at-grade crossings to access local roads under local jurisdiction.

Prohibits local authorities from regulating golf car operation on state highways except at at-grade crossings where local roads intersect the state highway system.

Requires local regulations or authorizations for golf cars to not interfere with normal state highway operation and must comply with traffic control device standards under section 42-4-602.

Local authorities may regulate vehicles within at-grade crossings only to the extent necessary to regulate the roadway under their own jurisdiction.

Takes effect 90 days after final adjournment of the general assembly (August 10, 2016) unless subject to referendum petition approved by voters in November 2016.
