Removes the governor's power to suspend or limit the sale, dispensing, or transportation of firearms during a state of disaster emergency under Colorado Revised Statutes 24-33.5-704(7)(h)

Preserves the governor's authority to suspend or limit sale, dispensing, or transportation of alcoholic beverages, explosives, and combustibles during emergencies

Takes effect August 10, 2016, or after ninety days following final adjournment of the general assembly, whichever is later

Subject to referendum petition; if challenged within ninety days, requires voter approval at November 2016 general election to take effect
