Directs the Colorado Department of Labor and Employment to develop guidance for employers on worker classification factors for unemployment insurance eligibility

Requires the department to clarify the process for employers and individuals to submit additional information in response to department determinations before appealing

Establishes a departmental resource position to provide employer guidance on worker classification, audit findings, and appeal options

Mandates internal consistency improvements among auditors and independent reviews of audit and appeal results at least twice yearly to monitor trends

Appropriates $36,750 for fiscal year 2016-17 to the unemployment insurance division, based on 0.5 additional FTE, to implement these compliance and education improvements
