Changes legislative language in vocational rehabilitation statutes to include persons "with or without disabilities" and replaces "self-care" with "self-sufficiency" throughout the code.

Authorizes the Division of Vocational Rehabilitation to accept and expend money from governmental and nongovernmental entities to carry out its authorized powers and duties.

Amends inter-state agreements language from "reciprocal" to "collaborative" agreements in accordance with applicable federal law and regulations.

Repeals outdated statutory provisions regarding duties previously assigned to the state board of vocational education and the department of human services related to home teaching for the adult blind.

Effective July 1, 2016, with clarifying language changes to service definitions including "counseling and guidance," "auxiliary aids or services," "job search and placement assistance," and "job retention services."
