Creates a Task Force on 911 Oversight, Outage Reporting, and Reliability composed of six members of the Colorado General Assembly, with appointments to be made by June 1, 2016.

Task force membership includes the Senate President and Speaker of the House as co-chairs, plus the majority and minority leaders of both chambers, or their designees.

Task force shall study other states' 911 laws and practices, evaluate whether Colorado's existing laws provide sufficient 911 protection, and determine if current funding sources are adequate for existing and next-generation 911 service.

Task force must report its findings to the House Transportation and Energy Committee and Senate Agriculture, Natural Resources, and Energy Committee by January 31, 2017.

Appropriates $19,698 to the legislative department for the 2016-17 fiscal year to support implementation, based on 0.3 additional FTE, and repeals the task force effective July 1, 2017.
