• State and county departments shall exceed federal performance measures for the Supplemental Nutrition Assistance Program in application processing timeliness, payment error rate, and case/procedural error rate.

• State department shall pass through federal performance bonus money to county departments based on each county's individual performance, and may award additional state-funded administration performance bonuses to county departments.

• State department shall pass through federal monetary sanctions to county departments for failing to meet federal performance measures, with each county responsible only for the portion of sanctions attributable to its own performance.
