Appropriates $900,000 from the marijuana tax cash fund to the Colorado State University System Board of Governors for cannabis-related research and education programs at Colorado State University-Pueblo for fiscal year 2016-17.

Authorizes the Board of Governors to use marijuana tax revenues for scientific and social science research on marijuana and other matters impacting the state and its regions at CSU-Pueblo.

Requires CSU-Pueblo to consult with the Scientific Advisory Council and Retail Marijuana Public Health Advisory Council when conducting marijuana research.

Appropriates $79,992 from the marijuana tax cash fund to the Department of Public Safety's Division of Criminal Justice to conduct ongoing scientific studies of law enforcement activity and costs related to marijuana legalization, with studies required every two years beginning in 2014.

Requires the Division of Criminal Justice to issue reports of each scientific study to legislative judiciary committees, the Joint Budget Committee, the Department of Revenue, and post findings on the division's website.
