Amends the Safe2Tell program to require training for law enforcement dispatch centers, school districts, individual schools, and other entities on appropriate awareness and response to Safe2Tell tips.

Mandates the program provide Safe2Tell awareness and education materials to all preschool, elementary, and secondary schools in Colorado at no charge by June 30, 2017, and annually thereafter.

Requires the program to provide Safe2Tell awareness materials to Boys & Girls Clubs and 4-H extension offices in Colorado at no charge by June 30, 2017, and annually thereafter.

Directs the program to develop training curriculum and teaching materials for a train-the-trainer program and annually organize, host, and conduct training in all geographic regions of the state at no charge to attendees.

Appropriates $135,942 from the general fund to the Department of Law for the 2016-17 state fiscal year to implement the act, based on the need for an additional 1.0 FTE.
