Repeals the existing authorization for the State Department of Human Services to expend veterans center funds without General Assembly appropriation, effective July 1, 2017.

Makes money in the central fund for veterans centers continuously appropriated for direct costs of operation, administration, and capital construction starting July 1, 2017.

Requires annual General Assembly appropriation for indirect costs of veterans center operations, capped at 5 percent of total annual expenditures from the fund.

Requires the State Department to submit detailed annual budget reports to the Joint Budget Committee itemizing anticipated direct and indirect costs, personal services, operating expenses, centrally appropriated costs, and full-time equivalent positions for each veterans center.

Takes effect 90 days after final adjournment of the 2016 General Assembly, or upon voter approval if a referendum petition is filed.
