Creates a Director of Water Project Permitting position in the Office of the Governor to coordinate water project permitting across federal, state, and local governments.

Director's organizational location is at the Governor's discretion and may hold other titles or perform other functions to reduce costs; duties must be implemented within existing resources.

Director shall assist in coordinating permitting for raw water diversion, storage, or delivery projects (including hydroelectric facilities) and water projects assessed a quality certification fee or eligible for Colorado Water Conservation Board construction fund financing.

Director has no jurisdiction over federal, state, or local governments and does not curtail the jurisdiction of any government to fulfill its statutory responsibilities.

Director must annually update the General Assembly's natural resources committees on activities; position sunsets and is repealed effective September 1, 2019.
