Amends statute 19-3-607 to require court approval of expert witness fees and expenses for indigent parents be reviewed and approved by the Office of the Respondent Parents' Counsel instead of the court alone.

Modifies statute 19-3-610 to direct annual appropriations to the Office of the Respondent Parents' Counsel rather than the Office of the State Court Administrator for covering expenses related to expert witnesses and other specified costs.

Effective date of July 1, 2016 for all changes.

Includes safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
