Repeals rule-making authority from HB 15-1031 that authorized state licensing to regulate powdered alcohol if approved by federal authorities.

Prohibits use, possession, sale, purchase, transfer, and manufacture of powdered alcohol, making violations a class 2 misdemeanor.

Exempts research hospitals, state institutions, private colleges or universities, and pharmaceutical or biotechnology companies conducting bona fide research from the prohibition.

Requires exempt entities possessing powdered alcohol on the effective date to file notice with Colorado Department of Public Health and Environment by September 1, 2016, and entities acquiring it afterward must file notice 30 days before acquisition.

Removes powdered alcohol from the statutory definition of "spirituous liquors" in Colorado law.
