Establishes a jurisdictional bar preventing contests of special district elections on elector qualification grounds unless the contest was initiated by April 21, 2016 (for elections prior to that date) or within the statutory timeframe specified in sections 1-11-213 or 1-13.5-1403 (for elections on May 3, 2016).

Validates, ratifies, and confirms the qualifications of all voters and board members for special district elections and appointments occurring on or before May 3, 2016, notwithstanding any defects or irregularities in their qualifications.

Exempts from the jurisdictional bar any contests made on grounds that federal or state constitutional rights of eligible electors were violated in election conduct, and allows challenges to elections conducted before January 1, 2012 if contested before April 21, 2016.

Declares that actions taken by board members who may not have been qualified when appointed or elected on or before May 3, 2016 are valid and effective as actions of de facto officers, though quo warranto proceedings may still challenge continuing service of persons no longer eligible.

Applies to districts formed under specified Colorado statutes governing special districts, including metropolitan districts, water districts, and fire protection districts.
