Creates officer and employee positions for the Second Regular Session of the Seventieth General Assembly with specified monthly compensation ranges for Senate and House positions.

Senate positions include Secretary of the Senate (H36 range), Assistant Secretaries (H33), various clerks, Sergeants-at-Arms, and staff roles for majority and minority leadership.

House positions include Chief Clerk (H36 range), multiple clerk positions, Sergeants-at-Arms, and staff roles for majority and minority leadership, plus legislative aides at 740 hours per Representative at $11.50/hour.

Authorizes the Secretary of the Senate and Chief Clerk of the House to remain in office after adjournment sine die until January 2017, and permits hiring of replacement and session-only employees as deemed necessary by respective committee chairs.

Compensation paid from Seventieth General Assembly appropriations, with rates subject to any salary survey adjustments and merit increases effective July 1, 2016, as approved by the Senate President or House Speaker.
