Proclaims Wednesday, March 16, 2016, as Liberty Day in Colorado and March 2016 as Liberty Month in Colorado.

Honors James Madison's contributions to American liberty, including his role as a contributing author of the Virginia Plan at the Constitutional Convention of 1787 and co-author of the Federalist Papers.

Recognizes Madison's service in the U.S. House of Representatives (1789-1797), where he introduced the Bill of Rights ratified in 1791, and his later service as Secretary of State (1801-1809) and President (1809-1817).

Requests all people of Colorado to read, study, and learn the contents of the U.S. Constitution and discuss it with family, friends, and coworkers in honor and celebration of Liberty Day.

Directs copies of the resolution be sent to the Colorado Commissioner of Education and members of the Colorado State Board of Education.
