Designates the portion of United States Highway 24 from Mile Marker 298 in Manitou Springs to Mile Marker 283 in Woodland Park as the "SPC Rob Lee Nichols Memorial Highway"

Honors Specialist Rob Lee Nichols, who was killed in action by a suicide bomber on July 23, 2013, near Soltan Kheyl in Afghanistan and received a Bronze Star and Purple Heart

Authorizes the Colorado Department of Transportation to accept gifts, grants, and donations for initial placement of memorial highway signs

Allows the Colorado Department of Transportation to explore a cooperative agreement with El Paso and Teller County Commissioners for maintenance of the memorial highway signs

Directs copies of the resolution to be sent to Nichols' parents, affected city councils, county commissioners, the American Legion Department of Colorado, and transportation officials
