Encourages U.S. Congress to pass the "Blue Water Navy Vietnam Veterans Act of 2015" to restore Agent Orange presumption of service connection for Navy veterans who served offshore Vietnam.

Addresses the 2002 Department of Veterans Affairs requirement that veterans prove "boots on the ground" in-country, which denied benefits to sailors who served in offshore waters but cannot document land service.

Cites scientific evidence including a 2002 Australian study showing distillation of seawater on warships concentrated dioxin in drinking water, and the 2009 Institute of Medicine recommendation against excluding offshore service members from Agent Orange presumptions.

Notes approximately 22 million gallons of Agent Orange were sprayed during Vietnam War and herbicides containing dioxin are linked to Type II diabetes, various cancers, Parkinson's Disease, and other serious illnesses affecting thousands of veterans.

Directs copies of the resolution be sent to President Obama, Vice President Biden, Congressional leaders, and members of the Colorado Congressional delegation.
