Recreates the "Parental Involvement in Kindergarten Through Twelfth Grade Education Act" with indefinite duration, replacing the 2009 version that expired September 1, 2015.

Entitles employees of employers with at least 50 employees to take up to 6 hours per month and 18 hours per academic year of unpaid leave to attend their child's academic activities (parent-teacher conferences, special education meetings, dropout prevention, attendance, truancy, or discipline meetings).

Allows employers to limit leave in emergency situations or when employee absence would halt service/production, require 3-hour increments, and demand written school verification; employees must provide one week advance notice except in emergencies.

Requires school districts and institute charter schools to post information about the leave entitlement on their websites and in parent communications; Colorado state advisory council for parent involvement must also provide information within existing resources.

Takes effect August 9, 2017, or later if subject to successful referendum petition and approved by voters in November 2018.
