Permits water utilities, institutions of higher education, and contracted entities to collect, treat, and use graywater for research purposes outside normal jurisdictional requirements if they meet specified conditions.

Requires compliance with federal regulations (45 CFR 46) for human subjects research and mandates annual reporting to the Water Resource Review Committee on treatment system functionality and human exposure research compliance.

Restricts human exposure research to institutions of higher education or their contractors only; defines "scientific research involving human exposure" as empirical data collection and analysis where humans participate as study subjects.

Effective 90 days after final adjournment of the 2017 general assembly (August 9, 2017), subject to referendum petition approval by voters in November 2018.
