CO HB1020

Modifies the task force concerning treatment of persons with mental illness in criminal and juvenile justice systems to include ongoing staff support as part of its composition and structure.

Transfers primary funding and staffing responsibility from the Division of Criminal Justice to the Office of Behavioral Health in the Department of Human Services.

Authorizes the task force and participating state departments to receive and expend gifts, grants, donations, and in-kind services for staff support from public and private entities.

Creates a dedicated cash fund for the treatment of persons with mental illness in criminal and juvenile justice systems, funded by appropriations and private/public donations, with all unexpended funds as of July 1, 2020, transferred to the general fund.

Takes effect August 9, 2017, unless a referendum petition is filed, in which case it requires voter approval at the November 2018 general election.
