Expands Colorado's "Uniform Unsworn Foreign Declarations Act" to include domestic unsworn declarations as contemplated by the "Uniform Unsworn Declarations Act"

Amends the applicability section to allow unsworn declarations by declarants physically located within or outside the boundaries of the United States, rather than limiting to foreign locations only

Removes the requirement from the unsworn declaration form that the declarant must be physically located outside U.S. geographic boundaries, Puerto Rico, U.S. Virgin Islands, and U.S. territories

Modifies the perjury statute to recognize statements meeting requirements for unsworn declarations under the "Uniform Unsworn Foreign Declarations Act" as written statements made under oath

Takes effect August 9, 2017, or if subject to a referendum petition, upon voter approval at the November 2018 general election
