HB17-1029 Summary

• Defines "confidential personal information" as home address, telephone number, social security number, birth date, bank account information, tax identification number, personal signature, personal e-mail addresses, or similar unique identifying information other than a person's name.

• Allows custodians to deny access to confidential personal information records under the Colorado Open Records Act as records disclosure would be contrary to the public interest.

• Adds personal e-mail addresses to the definition of "personnel files" that may be withheld from disclosure.

• Extends Colorado Open Records Act provisions regarding civil or administrative investigations and trade secrets to apply to the judicial branch.

• Takes effect August 9, 2017, unless a referendum petition is filed, in which case approval by voters at the November 2018 general election is required.
