Appropriates $5,000,000 from the Colorado water conservation board construction fund for the 2017-18 fiscal year to the Department of Natural Resources for use by the Colorado water conservation board

Authorizes the Colorado water conservation board to make loans and grants to dredge existing reservoirs in the South Platte river basin to restore the reservoirs' full decreed storage capacity

Limits grants to a maximum of $2,500,000 and prohibits awarding any grant or loan if the anticipated value of increased water storage capacity does not exceed the loan or grant amount

Provides that appropriated funds remain available until the dredging projects are completed
