Extends the repeal date of the $4 surcharge on Uniform Commercial Code filings from July 1, 2018 to July 1, 2021 under C.R.S. 24-33.5-1707(2)(a)(I)(B).

Continues the Department of Public Safety's annual reporting on the fraud investigators unit activities through 2020 as part of the SMART Government Act hearings.

Maintains the $4 surcharge on UCC filings through June 30, 2020 to provide continued funding for the fraud investigators unit.

Declares the act necessary for immediate preservation of public peace, health, and safety.
