Extends the repeal date of the home care allowance grant program from July 1, 2017, to one year after a consumer-directed service delivery option becomes available for homemaker, personal care, and medical support services under the Supported Living Services Waiver.

Requires the executive directors of the State Department and Department of Health Care Policy and Financing to jointly notify the Revisor of Statutes in writing when the consumer-directed service delivery option becomes available.

The home care allowance grant program is repealed upon the date specified in the written notice to the Revisor of Statutes, or one year after the date the condition is met if no specific date is provided.

Decreases the general fund appropriation for home care allowance by $695,107 for the 2017-18 state fiscal year and appropriates an equal amount to the Department of Human Services for the home care allowance grant program.

Declares the act necessary for the immediate preservation of public peace, health, and safety.
