HB 17-1047 Summary

• Repeals the requirement for the Office of Homeless Youth Services to submit a consolidated annual report to the General Assembly on prevention, intervention, and treatment services provided to homeless youth ages 18-21 by January 15 each year.

• Repeals the requirement for the executive director to file a detailed accounting of bond allocations with the General Assembly before February 1 annually under the Statewide Balance statute.

• Amends reporting requirements for mineral leasing fund and local government severance tax fund distributions to add a notwithstanding clause to Section 24-1-136, while maintaining the requirement to file detailed annual reports with the state auditor and General Assembly before February 1.

• Modifies transportation authority reporting requirements to allow notification to the General Assembly by letter if immediate notification is warranted, rather than only through the annual transportation legislation review committee report.

• Takes effect 90 days after final adjournment of the General Assembly (August 9, 2017), subject to referendum petition procedures; if petitioned, requires voter approval at the November 2018 general election.
