• The General Assembly finds that military installations are increasingly integrated with their host communities and can achieve cost savings and operational efficiencies through shared services arrangements.

• References the 2013 National Defense Authorization Act (10 U.S.C. sec. 2679) which authorized intergovernmental support agreements between the federal Department of Defense and state and local entities.

• Directs the Department of Local Affairs to support cooperative intergovernmental agreements between military installations and local governments using existing programs, resources, and technical expertise.

• Encourages Colorado communities, especially those hosting military installations, to work in partnership with those installations to explore mutual benefit opportunities including shared services and reduced-cost procurement.

• Takes effect 90 days after final adjournment of the 2017 legislative session (August 9, 2017), subject to referendum petition provisions.
