Establishes the Interstate Physical Therapy Licensure Compact, allowing licensed physical therapists and physical therapist assistants to practice in member states without obtaining separate licenses in each state.

Creates the Physical Therapy Compact Commission as a multi-state administrative body with representatives from each member state to oversee implementation, establish rules, maintain a data system, and manage disciplinary information.

Requires participating states to conduct criminal background checks on applicants, participate in a national data system sharing licensure and adverse action information, and comply with uniform examination and continuing competence requirements.

Allows licensees with unencumbered licenses to obtain a "compact privilege" to practice in remote states; licensees remain subject to each state's regulatory authority and practice standards.

Appropriates $12,386 for fiscal year 2017-18 to the Division of Professions and Occupations to implement the compact, including 0.1 FTE for personal services and operating expenses.
