Removes automatic sunset provisions (scheduled repeal dates) from multiple Department of Public Safety reporting requirements to the General Assembly, allowing reports to continue indefinitely.

Modifies reporting requirements for sex offender treatment practices, youthful offender system evaluations, domestic violence assaults and deaths, firearm background checks, and parole outcomes to include notwithstanding language exempting them from sunset provisions.

Eliminates a requirement for the Division of Criminal Justice to report every five years on value-based crime changes based on inflation.

Expands the domestic violence report audience to include members of the General Assembly in addition to the Governor, President of the Senate, and Speaker of the House.

Takes effect August 9, 2017, or if a referendum petition is filed, after approval by voters at the November 2018 general election.
