Raises the gross vehicle weight rating threshold for commercial vehicles from 10,001 pounds to 16,001 pounds in Colorado Revised Statutes 42-4-235.

Defines commercial vehicles as self-propelled or towed vehicles bearing an apportioned plate, or having a manufacturer's gross vehicle weight rating or gross combination rating of at least 16,001 pounds and used in commerce, or used to transport 16+ passengers.

Authorizes Colorado State Patrol to adopt rules for vehicles weighing 10,001 to 16,000 pounds, including annual inspections, load-securing requirements, and coupling device enforcement.

Exempts school buses and school district vehicles (under 26,001 pounds) that do not receive remuneration beyond cost reimbursement from commercial vehicle classification.

Declares the act necessary for immediate preservation of public peace, health, and safety.
