Enacts Colorado Revised Statutes 2016, including the 2016 Special Supplement, as positive and statutory law of the state.

Incorporates all general and permanent laws originally enacted in Colorado Revised Statutes 1973, subsequent enactments under Section 2-5-125, and laws enacted at the second regular session of the 70th General Assembly and at the general election on November 8, 2016.

Sets the effective date for Colorado Revised Statutes 2016 as the first day that is not a Saturday, Sunday, or legal holiday following the effective date of this bill.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
