Repeals section 2-1-101 of the Colorado Revised Statutes, which contained obsolete provisions relating to the redistricting of congressional districts.

Amends section 2-1-102 to change the reference from "section 2-1-101" to "Section 44 of Article V of the State Constitution" when determining whether congressional districts are lawful.

Transfers authority for congressional district establishment from statutory law to the state constitutional framework.

Takes effect 90 days after final adjournment of the general assembly (August 9, 2017, if adjournment occurs May 10, 2017), subject to referendum petition provisions.
