Creates a new Useful Public Service Cash Fund in the state treasury to receive fees collected from individuals required to perform community or useful public service.

Courts assess fees up to $120 on persons performing community or useful public service, with the fee amount based on administration costs; courts may waive fees for indigent defendants.

In counties where the Judicial Department operates useful public service programs, courts transfer collected fees to the State Treasurer, who credits them to the new fund.

Money in the fund is continuously appropriated to the Judicial Department for costs of administering useful public service programs and associated personnel services, and unexpended funds remain in the fund rather than reverting to the general fund.

Effective date is August 9, 2017, unless a referendum petition is filed, in which case the act requires voter approval in November 2018 to take effect.
