Amends Colorado law to continue collection of fees for wholesale food manufacturing and storage facilities through revised fee structure and application process.

Establishes $100 annual application fee for all facilities, plus tiered registration fees: $60 for facilities with gross annual sales under $150,000 and $300 for those with $150,000 or more in sales.

Eliminates registration fees for nonprofit facilities, grain storage facilities, breweries, brew pubs, wineries, and distilleries.

Reduces certificate of free sale fee from $128 to $50.

Appropriates $491,510 to the Department of Public Health and Environment for 3.0 FTE staff positions to implement environmental health programs.
