Allows athletes training in Colorado to qualify for in-state tuition at state-supported higher education institutions without meeting standard residency requirements.

Eligibility requires athletes to be residing in Colorado Springs and training in an elite-level program approved by the United States Olympic Committee and the governing body for their sport.

Expands eligible sports beyond Olympic competition to include Paralympic, Pan American, and Pan American Paralympic sports.

Amends Colorado Revised Statutes 23-7-105 to modify tuition classification criteria for Olympic athletes.

Takes effect August 9, 2017, subject to voter approval at the November 2018 general election if a referendum petition is filed.
