Creates a new "wine-expanded permit" allowing hotels with valid hotel and restaurant licenses to sell sealed bottles of wine in their restaurants for on-premises and off-premises consumption.

Permits hotels with wine-expanded permits to sell up to four 750-milliliter sealed containers of wine per customer during hours established under existing law.

Prohibits issuance of wine-expanded permits to hotels that have had their license suspended or been subject to discipline within the previous three years.

Restricts ownership and interest: any owner, part owner, or shareholder in a hotel restaurant with a wine-expanded permit cannot own or have interest in more than four other hotels with wine-expanded permits.

Establishes annual fees of $75 for wine-expanded permits at both state and local levels, with the state licensing authority setting additional processing application fees.
