HB17-1085: Women's Health Protection Act

• Requires all abortion clinics to file annual registration with the Colorado Attorney General, with new clinics filing 90 days before operations and existing clinics filing within 30 days of the bill's effective date.

• Registration forms must include: number of abortions performed by trimester, specific reports for abortions at or after 20 weeks' gestation, abortion methods used, physician names and credentials, incidents of born-alive infants, and patient hospitalizations.

• Attorney General must conduct unannounced inspections at least annually to verify clinics have modern ultrasound equipment, resuscitation equipment for born-alive infants, proper waste disposal, sterilization standards, and HIPAA policies.

• Violations subject clinics to civil penalties up to $5,000 per violation, suspension, or closure; each day of violation constitutes a separate violation.

• All registration forms and inspection reports are public records; women or infants injured by clinic violations may bring civil suits for damages.
