HB17-1086: Abortion Pill Reversal Information Act

• Requires physicians to provide women with oral and in-person information at least 24 hours before administering abortion-inducing drugs, informing them that abortion reversal may be possible if they change their mind and that time is critical.

• Mandates the Department of Public Health and Environment publish information on its website directing women to abortionpillreversal.com and a 24-hour hotline (877-558-0333) for assistance locating medical professionals who can potentially reverse medication abortions.

• Creates civil liability for physicians who fail to comply, including basis for civil actions seeking actual and punitive damages, civil fines and penalties by the Attorney General, and professional disciplinary action under Colorado medical malpractice law.

• Specifies that women cannot be held civilly liable for noncompliance and that prevailing plaintiffs are entitled to recover reasonable attorney's fees.

• Defines "unprofessional conduct" to include violation of the information requirements and includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
