House Bill 17-1088 Summary

• Secretary of State shall compare each signature on candidate petitions filed after January 1, 2018 with signatures stored in the statewide voter registration system, using manual review or signature verification devices.

• Candidates receive three-day notice when signatures fail verification and may cure deficiencies by providing a signed statement from the elector plus a copy of their identification within three days of notification.

• Secretary of State must notify major and minor party candidates of circulator affidavit errors and insufficiencies, with five calendar days to cure by submitting corrected affidavits.

• Secretary of State may promulgate rules to implement the signature verification and cure procedures in accordance with Colorado law.

• Act takes effect August 9, 2017, unless subject to a referendum petition, in which case it requires approval by voters in the November 2018 general election.
