• Carriers cannot restrict coverage based on the communication technology or application used to deliver telehealth services, provided the service is appropriately delivered via telehealth.

• Carriers are not required to pay or reimburse transmission costs or originating site fees when telehealth services are delivered to or from a covered person's home or private residence.

• Telehealth copayments, coinsurance, and deductibles cannot exceed the amounts applicable to the same services delivered in-person by the same provider.

• Telehealth is defined to include synchronous interactions, store-and-forward transfers, and services using HIPAA-compliant interactive audio-visual communication or cellular telephone applications, but excludes voice-only telephone calls, text messaging, fax, and email.
