Authorizes the Division of Youth Corrections to establish a voluntary Youth Corrections Monetary Incentives Award Program providing monetary awards for academic, social, and psychological achievement to juveniles formerly committed to the division who are on parole, in community corrections, or off parole.

Requires the Division to collaborate with a designated nonprofit organization to develop participation criteria, application procedures, and scholarship award criteria, which may include maintaining highest grades possible and demonstrating consistent progress in therapy or assigned programs.

Mandates the Division use a request for proposal process in conjunction with the Legislative Council Director to designate a nonprofit organization to serve as custodian of donated funds, accept donations, and distribute scholarships.

Authorizes the Division and designated nonprofit to solicit and accept monetary and in-kind gifts, grants, and donations, with such donated funds not subject to General Assembly appropriation or state budget constraints.

Specifies that if the program is dissolved, unexpended funds must be distributed according to federal and state nonprofit laws, and if a new nonprofit custodian is designated, the previous custodian must transfer all remaining funds to the successor organization.
