Prohibits knowingly releasing soot, smoke, or particulate emissions from motor vehicles weighing 14,000 pounds or less in a manner that would harass, annoy, or alarm a reasonable person or obstruct another's view of the roadway, other road users, or traffic control devices.

Violation constitutes a class A traffic infraction with a fine of $100 and no driver license points assessed.

Amends Colorado traffic code section 42-4-314 to add the new prohibition as subsection (6).

Updates the traffic penalty and surcharge schedule to specify $100 penalty and $10 surcharge for violations of section 42-4-314(6).

Applies to offenses committed on or after the effective date of the act.
