Exempts historic aircraft from Colorado sales and use tax when on loan to publicly owned or nonprofit 501(c)(3) museums for public display, demonstration, educational, or museum promotional purposes.

Defines "historic aircraft" as any original, restored, or replica of a heavier-than-air aircraft that is at least 35 years old.

Requires the aircraft to be used only for public display, demonstration, educational, or museum promotional purposes while in the state, and the receiving museum must be open to the public at least 20 hours per week.

Designed to encourage owners of historic aircraft to loan their aircraft to Colorado museums for public viewing and educational purposes.

Takes effect August 9, 2017, unless a referendum petition is filed, in which case voter approval at the November 2018 general election is required.
