HB 17-1105 Summary

• Exempts new vehicle purchases from physical inspection requirements for registration and titling if applicant presents manufacturer's certificate of origin or dealer/out-of-state seller purchase receipt documenting new vehicle purchase.

• Exempts vehicles currently registered or titled in another Colorado county from physical inspection requirements for registration and titling.

• Creates a pilot VIN inspection program allowing the Colorado State Patrol Chief to permit transportation associations or organizations to verify vehicle information including VINs as vehicle-related entities, with requirements including background checks, surety bonds of at least $10,000, and maximum charge of $25 per transaction.

• Authorizes the Chief to deny or cancel permits for non-compliance, failing to maintain required bonds, misrepresentations, criminal convictions related to fraud, or incompetent vehicle information verification.

• Pilot program automatically repeals on January 1, 2020; applies to registration and titling applications filed on or after July 1, 2017.
