• Establishes "Colorado DRIVES" (Colorado Driver's License, Record, Identification, and Vehicle Enterprise Solution) as the new computer system for the Division of Motor Vehicles to manage driver, vehicle registration, and title services.

• Redefines "authorized agents" to explicitly include county clerk and recorders, Broomfield clerk and recorder, and Denver's manager of revenue or designated official to administer vehicle registration, titling, and lien filing functions.

• Creates the "Colorado DRIVES Vehicle Services Account" in the highway users tax fund (effective September 1, 2018) to fund development, operation, and maintenance of the new system, replacing the previous Colorado state titling and registration account.

• Establishes a DRIVES County Governance Committee comprising six authorized agents representing different county categories, two Department of Revenue employees, and one Governor's Office of Information Technology employee to approve annual budgets and operational plans.

• Allows the Department of Motor Vehicles to transmit driver and cardholder images from driver's license and identification card records to other states' licensing agencies for identifying applicants and violators.
