Creates a new article 72 in Title 12 of Colorado Revised Statutes establishing immunity from administrative and civil penalties for unauthorized practice of a regulated profession.

Protects individuals who voluntarily disclose unauthorized practice to the Department of Regulatory Agencies if they initiate contact and attempt to determine whether an act constitutes unauthorized practice.

Requires the individual to be previously unlicensed for unauthorized practice, currently licensed or registered in a regulated profession, and engage in unauthorized practice in a field related to their licensed field.

Takes effect August 9, 2017, or if subject to a referendum petition, upon approval by voters at the November 2018 general election.

Applies only to disclosures made on or after the bill's effective date.
