Extends funding for energy-related assistance to low-income households from the severance tax operational fund through July 1, 2023 (previously set to expire July 1, 2018)

Allocates $13 million annually in severance tax funds distributed as follows: 25% to the Department of Human Services low-income energy assistance fund, 25% to Energy Outreach Colorado low-income energy assistance fund, and 50% to the Colorado Energy Office low-income energy assistance fund

Repeals the low-income energy assistance funding provision effective July 1, 2025 (previously scheduled for July 1, 2020)

Takes effect August 9, 2017, unless a referendum petition is filed, in which case the act requires approval by voters at the November 2018 general election
